The Dowling Avenue Reconstruction and Areaway Removal project is a major infrastructure improvement initiative in Minneapolis. It aims to transform Dowling Avenue into a safer, more pedestrian- and bicycle-friendly corridor, while also enhancing the overall aesthetics and functionality of the area. The project is divided into two phases.
Phase 1: (east of the TH 94 bridge) was completed in September except for all landscaping and sidewalks that is still on going. The exit from I-94 west bound and entrance to I-94 west bound were opened at that time (east of the TH 94 bridge) This work included the widening of sidewalks, installation of protected bike lanes, and streetscape enhancements.
Phase2: (West of TH 94 bridge to Lyndale Ave) The work on this segment was scheduled for completion in mid-November and includes improvements for pedestrian and bicycle safety, enhancements of the aesthetics of the corridor, and creation of a more vibrant and livable neighborhood and promote sustainable transportation options. The bridge work is complete on Dowling Avenue, but the work on the city streets west side of I-94 has kept the off-ramp closed as of early November. Upon visiting the site work on November 16 contractors are completing traffic lights and lane striping, and streets should be opening within a few days

Osseo Road Update:
The Osseo Road reconstruction project is a major infrastructure improvement project in Hennepin County. The project is reconstructing Osseo Road (County Road 152) from Penn Avenue (County Road 2) to 49th Avenue. The project is expected to be completed in fall 2024.
On June 20, Osseo Road (County Road 152) closed between Victory Memorial Parkway and 49th Avenue. This closure will remain in place until this fall. The Osseo Road work is scheduled to be done in 2023 allowing the opening of motor vehicle traffic. Work is progressing with final asphalt paving, sewer, water and electrical installation yet to be completed before the onset of winter conditions. Completion of the bridge work is still on-going and will also depend on the start of winter construction conditions.
