Energy and water assistance

Many Minnesotans spend over 25 percent of their income on utility bills. Do you need help with your heating, electric, or water bills? Community Action Partnership of Hennepin County (CAP-HC) may help.

The program is free and provides benefits of up to $1,400, plus additional support to respond to emergencies. Both renters and homeowners can qualify. Eligibility is based on income and household size. For example, a family of four could have earnings up to $62,822 annually and qualify to receive financial assistance with energy bills.

The Energy Assistance Program (EAP) can help you pay your utility bills. The 2023-2024 Energy Assistance Program (EAP) will begin on October 1, 2023. Households may apply early but will not receive any benefits until after October. 1.
